The West Virginia Department of Education’s Advocacy Guide to Special Education

This is a huge, 254 page document outlining your rights as a parent and what schools are required to do under the Individuals with Disabilities Education Act (IDEA) – which governs special education and Individualized Education Plans (IEP’s), and under the Rehabilitation Act of 1973 which governs 504 plans and access to a free and appropriate education.
